Are appointments necessary?

Tricky question. If it is an emergency, then, no. In any other situations, I would appreciate it if you could make one, to avoid disappointment. This is because I have to discuss several things with my client in detail, not to mention performing an inspection of the electrical issue, so making an appointment would be prudent.

Can I get a free estimate?

Yes! And check it, if you wish, with other services in the vicinity, but, if you do speak to one that wants to charge you, no matter how small a fee, I suggest being wary or walking away.
